The petitioner has not been able to show any document that an application was made in proper form for obtaining sanction for making construction. According to the provision of the West Bengal Panchayat (Gram Panchayat Administration) Rules, 2004, there is a specific provision according to which an application is to be made for obtaining sanction plan for making construction. The same has not been done. It will be open for the petitioner to apply in accordance with law for obtaining sanction for construction of the building.

The writ petition stands disposed of.
