The writ application has been preferred praying for direction upon the respondent postal authority to take necessary steps to allow the authorization forms duly submitted by the Unions and to forward the same to the Drawing and Disbursing Officers (DDO) for the purpose of deduction of monthly subscription directly from the salary of willing employees. 2.
The writ applicants claiming parity with the petitioners in WPA 12853 of 2023, pray for similar relief as granted in the said writ application on 19.11.2025.

The petitioner/Union's case is that all the Unions in the Postal Department are authorized to collect new membership in accordance with the prevalent provisions enumerated under Rule 7 of CCS(RSA) Rules, 1993 and the process of new membership is exercisable irrespective of recognition and the membership is collected and submitted through Letter of Authorisation. Every employee who desires to be a member of service Association would have to give a letter of authorization addressed to the Divisional Head in the prescribed Proforma for deduction of subscription from his salary as per the provisions enumerated in the said DoP&T OM No.2/10/80-JCA dated 31.01.1994 and Postal Directorate Letter No. 13/01/2015-SR dated 09.06.2015. All on a sudden the recognition of All India Postal Employees Union Group-C has been withdrawn on 26.04.2023 by the respondent Postal Authority due to alleged violation of CCS(RSA) Rules, 1993.
And therefore, the deductions of union subscriptions from the salary of the members were ordered to be stopped by the department through an email communication vide an order dated 15.05.2023 and the respondent postal authority are neither allowing the authorization forms duly submitted by the unions of AIPEU Gr-C nor deducting the member subscription directly from the salary of the willing employees.

From the materials on record, it appears that the present writ application was filed on 17.01.2024.

WPA 12853 of 2023 was decided by this Court on 19.11.2025.

WPA 12853 of 2023 was filed by the petitioner no. 2 herein in this writ application, representing the petitioner no. 1 union herein as it's Secretary.

Whereas in WPA 12853 of 2023 he was the petitioner no. 1 appearing in his individual capacity along with other employees, and had prayed for similar relief, as in this writ application, which was granted vide judgment and order dated 19.11.2025 on which the petitioners herein rely and claim the same relief.

In WPA 12853 of 2023 the writ petitioner's were appearing in their individual capacity.

In the present writ application the Union in representative capacity of its members prays for similar relief. 10.
Accordingly, considering that the issue in the present writ application is similar to the issue in WPA 12853 of 2023, the relief granted in the said writ application vide judgment dated 19.11.2025 shall also apply to the writ petitioners herein. 11.
The respondent postal authorities shall accept the authorization and take necessary steps to allow the
authorization forms duly submitted by the Unions and forward the same to the Drawing and Disbursing Officers (DDO) for the purpose of deduction of monthly subscription directly from the salary of willing employees.

WPA 1334 of 2024 is disposed of as allowed.

Applications, if any, connected thereto stand disposed of consequently.
14.
Interim order, if any, stands vacated.

Photostat certified copy of this order, if applied for, be given to the parties on priority basis upon compliance of all formalities.
