2. In spite of service, the School Authority is not represented.

4. The petitioner is an Assistant Teacher in Baikunthapur High School (H.S.), South 24-Parganas in 2008. The petitioner has applied for a transfer from the School, for which the School had duly issued 'No Objection Certificate (NOC)'.

5. The transfer was sought on the general ground of distance between the residence and School.

6. The respondent no. 5 had thereafter forwarded his recommendation to the respondent no. 3 sometime in 2022.

7. It appears from the record that the respondent no. 3 has not disposed of such application which is pending since 2022.

8. The respondent no. 3 or the concerned authority of the Commission is directed to consider and dispose of the application of the petitioner by 30.04.2026.

9. In case, the opted Schools are not available, concerned Commission shall provide options of available Schools to the petitioner near to his preferred Schools.

10. Temporary suspension of online 'Utsashree Portal' shall

P a g e | 2 not be a ground for non-consideration of transfer application of the petitioner. The same shall be considered in an offline mode.

11. With this direction, WPA 1502 of 2026 is disposed of. No order as to costs.
