1. By this public interest writ petition the petitioner raises a very important issue with regard to the illegal car parking and encroachments though the petitioner has pointed out a particular area.

2. This appears to be a problem throughout Kolkata.

3. The Officer-in-Charge, South Port Police Station, Kolkata Police has given written instruction to the learned Government counsel in which the action taken by the police regarding illegal parking has been set out.

4. Action to be taken by the police to prevent the illegal parking should be consistent and continuous and it cannot be on a monthly basis or a weekly basis.

5. Therefore, the best way to be regulated is to lock the wheels of the illegal parked vehicles so that the

owners will have to approach the police authorities to remove the vehicles after which appropriate action including fine can be imposed.

6. Therefore, the respondent police are directed to maintain strict vigil with the area and also sensitise the people of the area by public address system that if illegal parking is done, strict action would be taken.

7. With the above observations, the matter stands disposed of.
