1. By this public interest writ petition the petitioners allege that there is illegal filling up a water body.

2. The learned advocate appearing for the private respondents submitted that order of conversion has been passed by the District Land and Land Reforms Officer as early as in the year 2017.

3. As long as the order of conversion has not been challenged, the question of issuing a Writ of Mandamus to remove the structures or prevent construction does not arise. Under the provisions of the

West Bengal Land Reforms Act any person aggrieved by an order of conversion, can prefer an appeal.

4. Therefore, the writ petition is disposed of giving liberty to the petitioners to challenge the order of conversion in the manner known to law.
