By the impugned order dated December 1, 2022, the learned Tribunal noted the contention of the State that the original application was not maintainable since interested persons were not made parties to the proceedings. The matter was fixed under the heading 'Hearing' on September 18, 2023 Learned Tribunal is requested to decide the issue of maintainability first prior to deciding any other issues in the original application.
