The report as directed by the order dated June 10, 2025 is filed on behalf of College; let it be kept with the record. The petitioner was an Accountant of Yogoda Satsanga Palpara Mahavidyalaya, a Government college at Purba Medinipur; on attaining the age of superannuation, he has retired from his said service on July 31, 2023. The pension payment order though already has been issued but for not issuance of 'No Liability Certificate' by the College, the retiral benefits of the petitioner have not yet been disbursed. Mr.

Bhattacharyya, learned advocate for the college submits that his client is ready and willing to issue the No Liability Certificate but is expecting a little bit of cooperation from the petitioner to reconstruct some vital documents of the college which the petitioner in his official capacity used to handle; such as, 100-Point Roaster of Non-Teaching Staff, income tax return for the assessment year 2021-2022, 20222023, land records of the college. Mr. Acharyya, learned advocate for the petitioner submits that the petitioner is also ready and willing to render all sorts of cooperation with the college to reconstruct the said documents except the land records which the college is required to obtain from the concerned authority.

In view of such stand of the parties, the college is directed to issue the No Liability Certificate in favour of the petitioner within seven days from date.

The petitioner shall extend all sorts of cooperation with the college authority in restoring the 100-Point Roaster of its Non-Teaching Staff and also the computation work sheets of the income tax returns of the college for the aforementioned assessment years.

The concerned authorities are also directed to release the retiral benefits of the petitioner immediately upon furnishing the said No Liability Certificate. WPA 1909 of 2025 is disposed of with the above terms without any order as to costs.

Since no affidavit and/or exception to the report is invited, the allegations made therein are deemed to have been denied by the petitioner.
