The petitioner has filed an application for transfer from present school to another school on 12.08.2021. His application is sent back to him from the end of the District Inspector of Schools on the ground of single teacher. The question of single teacher arose only after the amendment of the General Transfer Rules of 2015 which came into effect in the month of September, 2021. Therefore, the case of the petitioner is not covered by the amended Rules of General Transfer Rules, 2015 and the petitioner's case is to be considered under the unamended General Transfer Rules of 2015. Therefore, the observation of the District Inspector of Schools for returning the application to the petitioner is quashed and set aside.

I direct the concerned District Inspector of Schools to revisit the matter within a period of fifteen days from the date of communication of this order and to send the application to the next higher authority so that the petitioner can get a final view of the said higher authority.

The petitioner is directed to communicate this order upon the concerned District Inspector of Schools immediately.

With the above direction, this writ application is disposed of.
