Petitioners submit they were not permitted to surrender before the jurisdictional court and pray for regular bail.

Right to access to justice is a fundamental right and cannot be scuttled by obstruction from lawyers who are officers of the court.

Under such circumstances, we direct the Secretary, District Legal Services Authority to give assistance to the petitioners so that they may appear and pray for regular bail before the jurisdictional court.

4.

Petitioner shall appear before the jurisdictional court and pray for regular bail within four weeks from date. 5.

Secretary, District Legal Services Authority shall submit report on the adjourned date.
