The petitioner also complains of illegalities being committed by the private respondents. The prayer of the petitioner is for inspection of the meter.

Advocate appearing on behalf of the respondnets no. 1 and 2 submits that the meter has been inspected. However, he submits the petitioner has alternative remedy. He submits that under Regulation 3.5 of the West Bengal Electricity Regulation Act, the petitioner is to file proper application before the Grievance Redressal Officer or the Central Redressal Officer of the respondent no. 1 to redress his grievance.

In view of the statutory remedy available to the petitioner, the petitioner is granted liberty to file an appropriate application in respect of the disputed bills with the Grievance Redressal Officer or the Central Redressal Officer of the respondent no. 1 in terms of the Regulation 3.5 of the West Bengal Electricity Regulation Act. If such application is filed, the Grievance Redressal Officer or the Central Redressal Officer of the respondent no. 1 is

directed to dispose of the same within a period of one week from the date of receipt of such application after giving opportunity of hearing to the petitioner.

In respect of the obstruction caused by the private respondent, the petitioner is granted liberty to cmplaint before the Officer-in-Charge of the concerned police station. If such complaint is made, the Officer-in-Charge of the concerned police station is directed to act expeditiously in accordance with law.

With the aforesaid directions and observations this writ petition being WPA No. 2320 of 2021 stands disposed of without any order as to costs.
