Heard learned counsels for the parties.

Since the order impugned is appealable under Rule 51 of the West Bengal Minor Minerals Concessions Rules, 2016, the writ petition, being WPA 2000 of 2023, is disposed of with liberty to the petitioner to approach the appropriate forum for redressal of his grievance. The petitioner is at liberty to prefer the statutory appeal before the appropriate authority within ten days from date. In the event the appeal is filed within the said time, the authority shall condone the delay in filing the appeal and deal with the same on merits upon affording reasonable opportunity of hearing to all the interested persons including the petitioner, in accordance with law. However, there shall be no order as to costs.
