following an advertisement published on January 14, 2019, but thereafter no steps have been taken by respondent no. 5 to complete the selection process.

Admittedly, the selection process could not be continued because of the Notification no. 1971-F (Y) Dated, 30th June, prescribing additional austerity measures required to be followed for combating the second wave of COVID 19.

Respondent no. 4 has made two successive representations dated 9th August, 2021 and 11th February, 2022 before the Principal Secretary, Higher Education Department seeking permission to complete the selection process.

I am not inclined to entertain this writ petition at the instance of the petitioners. Merely submitting an application in response to the advertisement does not give any vested right to the petitioners. The petitioners cannot seek a mandamus directing the authority to complete the selection process.

It is for the university to pursue their representations with the appropriate authority. With the aforesaid observation, WPA 1927 of 2024 is disposed of.
