1. By filing the Public Interest Litigation, the petitioner seeks for a direction upon the University of Calcutta to set up question papers for the examinations to be conducted by University and it affiliated colleges. Firstly, the matter pertains to how an educational institution would be administered and setting up of the question papers and evaluation thereof are best left to the Experts in the field, namely, the academician. We find that the petitioner has not even made a suggestion to the University nor pointed out any instances of any mal practice before approaching this Court.

2. Therefore, at this juncture, we are not entertaining this writ petition and we left it open to the petitioner to first approach the University and authorities by way of proper representation thereafter proceed in accordance with law.

3. The instant writ petition is disposed of accordingly.
