The petitioner being the permanent interstate stage carriage permit holder, being No.P.St.S001/1986, operated continuously from the date of issuance of the permit as above, excepting the period from 2016 to 2021.

On February 1, 2021, his permit has been renewed by the State Transport Authority, Bihar, till January 31, 2026. The petitioner seeks countersignature of the reciprocal authority, that is, State Transport Authority, West Bengal, to such renewal of permit. To that effect, he has written to the respondent no.3, by dint of his letter received in the office of the respondent no.3, on December 4, 2024. Before that, the Secretary, State Transport Authority, Bihar, has

also requested for counter-signature of the petitioner's permit, by dint of its letter dated July 19, 2024. The petitioner is aggrieved that till date, no steps have been taken, pursuant to the communications as mentioned above.

Considering the attending facts and circumstances, this Court finds it proper to dispose of the present writ petition by directing the respondent no.3/Secretary, State Transport Authority, West Bengal, to consider and decide as regards the petitioner's prayer, by dint of his letter received in the office of the respondent no.3 on December 4, 2024. In doing so, the said authority shall grant opportunity of hearing to the petitioner and pass a reasoned order, within a period of four weeks from the date of communication of copy of this order.

The writ petition is disposed of.

Since no affidavit has been called for, allegations made in the writ petition, shall be deemed to have not been admitted by the respondents. Urgent certified photocopy of this order, if applied for, shall be supplied to the parties, on compliance of all necessary formalities.
