1. Affidavit-of-service filed by the petitioner is kept with the record.

2. The petitioner in the instant case is a permanent stage carriage permit holder for the inter-regional route from Champadali Bus Stand to Dankuni Housing (Route Code 2748) in favour of the petitioner in respect of vehicle bearing Registration No. WB 25U/8624.

3. The petitioner submits that an offer letter has been issued on 18.6.2025 specifying a sitting capacity of 36. Subsequently, the petitioner made an application for correction of the sitting capacity from 36 to 40. Considering the same, the authority concerned issued a further offer letter on 15.12.2025 with regard to a sitting capacity of 40.

4. The petitioner further submits that the relevant documents of the vehicle as required under the offer letter have duly been produced before the respondent no. 4 on 16.12.2025, however, the

permit has not yet been issued. An application has been made for grant of the permit, but the same still remains pending for consideration.

5. The State respondent fairly submits that since the offer letter has been issued, the authority ought to take a reasoned decision regarding the grant of the permit.

Having heard the parties and upon perusing the records made available, I am of the considered view that the respondent no. 4 shall consider the prayer for issuance of the new stage carriage permit dated 16.12.2025 for the route Champadali Bus Stand to Dankuni Housing forthwith, preferably within a period of 30 days and shall take necessary steps in accordance with law with regard to the grant of permit in favour of the petitioner upon compliance of all statutory formalities, including deposit of the requisite permit fees.

7. In view of the above the writ petition is disposed of.

8. Since the affidavit has not been called for, the allegations contained in the writ petition are deemed to have been denied and not admitted.

9. Urgent photostat certified copy of this order, if applied for, be given to the learned counsel for the parties on usual undertakings
