1. With the consent, finally heard.

2. During the course of hearing, learned counsel for the parties reached to a consensus.

3. It is agreed that during the pendency, Memo No.280/LR/SDO/DH/23 dated 03.08.2023 is issued by Sub-Divisional Officer, Diamond Harbour, South 24-Parganas to concerned Block Land & Land Reforms Officer, Mathurapur-I Block, South 24Parganas and, therefore, the said authority may be directed to take the proceeding to a logical end expeditiously (if not already concluded).

4. In view of consensus arrived at, this PIL is disposed of by directing the concerned SubDivisional Officer to conclude the proceedings by

permitting the private respondent to participate in the same pursuant to the said letter dated 03.08.2023 expeditiously preferably within three months (if not already concluded).

5. With the aforesaid, PIL is disposed of.

6. The question of maintainability of PIL in a matter of this nature will remain to be decided in appropriate case.

7. It is made clear that this court has not expressed any opinion on the merits.
