1. The petitioner is a meritorious student who had successfully participated in the NEET-PG-2025. She was, however, refused registration, as the 'Caste Certificate' given to her, was not issued from the State of West Bengal and was thus not accepted.

2. It may not be out of place to mention here that the Caste Certificate granted to her, was on the basis of a Caste Certificate given to her father by the Block Development Officer, Uttar Dinajpur. It is also not disputed that the caste of the petitioner is 'Bhuimali', which is scheduled in the State of West Bengal.

3. The rejection by the respondent no. 2 on the sole ground that the certificate was not issued in West Bengal and, therefore, could not be accepted for the purpose of ascertaining the caste status of the petitioner seems to be not only flimsy but utterly without any application of mind.

4. Such endorsement is set aside.

5. Both Mr. Nag and Ms. Ghosh, learned Advocates appearing for the added respondent nos. 3 & 4,

P a g e | 2 submit on instruction that a verification centre is in progress, at the moment at the SSKM Hospital, where the respondent no. 2, is in-charge.

6. The petitioner is directed to immediately approach the respondent no. 2 at the SSKM Hospital and submit all documents along with the 'Caste Certificate' to enable the respondent no. 2 to take an immediate decision by today i.e. 30.01.2026.

7. The petitioner will be permitted to participate in the counseling round which commences on 02.02.2026 as a 'Scheduled Caste' candidate subject to verification of her 'Caste Certificate' by the respondent no. 2.

8. The respondent no. 2 will act on the endorsement of Ms. Deboleena Ghosh, learned Advocate appearing for the added respondent no. 3, which will be treated as a part of this order.

9. With these observations as afore-stated, WPA 2141 of 2026 is disposed of. No order as to costs.

10. All the parties are to act on the server copy of this order, duly downloaded from the official website of this Hon'ble Court.
