It is also submitted by the learned advocate for the Howrah Municipal Corporation that the petitioner has been informed time and again to be present at the time of inspection which he has not done.

Under such circumstances, it is directed that the petitioner/applicant shall be present in the hearing to be held at the time and date fixed by the Howrah Municipal Corporation.
