Complaining illegal and unauthorized construction at premises no. 4/4 Madhu Sudan Das Bye Lane, P.O. Botanical Garden, Howrah - 711103, a complaint was made by the petitioner before the Chairman, Board of Administrator, Howrah Municipal Corporation, Howrah. Since, the complaint was not adhered to; the present writ petition has been filed. 3.
Having heard the learned advocates appearing for the respective parties, I find although Mr. Singh, learned advocate representing the private respondent no.7 would question the locus of the petitioner to maintain the
WPA 2141 of 2024 aforesaid petition since, the petitioner is not connected with the aforesaid building in question, however, noting illegal construction is a social evil, I am of the view that the municipal authorities ought to decide on the petitioner's complaint as expeditiously as possible preferably within a period of 10 weeks from the date of communication of this order by giving an opportunity of hearing to all interested parties and dispose of the same by passing a reasoned order.

With the above observations and directions the writ petition stands disposed.

It is made clear that this Court has not gone into the merits of the cause and it shall be open to the municipal authorities to decide the cause on its own merits.
Urgent photostat certified copy of this order, if applied for be given to the parties upon compliance with the requisite formalities.
