1. Affidavit-of-service filed in Court today be kept on record.

2. The petitioner states that he is a peace loving and law abiding citizen of India and residing at the address given in the cause title. He is a public minded person and wants to fight for right cause and social justice. The petitioner seeks for issuance of writ of quo warranto against the sixth respondent, who is at present working as a Deputy Registrar (Administration) at the Vidyasagar University.

Admittedly, the appointment of said person as an Assistant Registrar was made pursuant to employment notification issued in February 2004. The petitioner has annexed certain documents, which are all, prima facie, internal communication between the university with various other departments. Thus,

we find that the present writ petition lacks bonafide and does not genuinely qualify to be treated as a public interest litigation. Apart from that, the respondent no.6 has been functioning in the said post for over 10 years and at this juncture the question of entertaining a public interest litigation stating that at the time of his appointment the petitioner did not have requisite administrative experience is not feasible of consideration.

3. With the aforesaid observation, the writ petition is dismissed.
