The present writ application has been preferred praying for direction upon the Certificate Officer to complete the proceeding expeditiously. 3.

The respondent Company has submitted that he has preferred an appeal against the order of the Certificate Officer before the District Magistrate, Hooghly.

Learned counsel appearing for the Certificate Officer has placed the copy of the notice dated 25.02.2025 wherein it appears that the said appeal is fixed for hearing on 12.03.2025.

It is the contention of the learned counsel for the respondent Company that in spite of being aware of the pendency of the said appeal, the Certificate

Officer issued a warrant of arrest in respect of the said respondent.

On hearing the parties and considering the documents filed, the writ application is disposed of with the direction that the District Magistrate, Hooghly being the Appellate Authority shall make all endeavour to dispose of the said appeal on hearing the parties on 12.03.2025 and the warrant of arrest issued is stayed till 12.03.2025 when the respondent Company shall be at liberty to pray for appropriate relief before the Appellate Authority. On disposal of the said appeal the Certificate Officer shall make all endeavour to dispose of the Certificate proceeding within 30 days thereafter in accordance with law. 7.

A copy of the appeal be served by the respondent Company upon the learned counsel for the petitioner.

The writ petition stands disposed of.

Urgent Xerox certified copies of this order, if applied for, shall be supplied to the learned counsel for the parties as expeditiously as possible, in compliance of usual formalities.
