Sl.30 16.02.2026 Court No.19 BP WPA 2617 of 2026 Kalyani Mandal -versus- The State of West Bengal and others Mr. Shouvik Naskar ..for the petitioner Mr. Mir Anuruzzaman Md. Hasanuz Zaman ..for the State Affidavit of service filed in Court today is taken on record.
The petitioner claims to be the owner of plots of land being Dag Nos. 478 and 479 within Mouza Sridhar Kati under Police Station Hingalganj in the District of North 24 Parganas. The petitioner alleges that some unknown persons with the help of Pradhan and UpaPradhan of Gobinda Kati Gram Panchayat have started construction of a concrete road over the property of the petitioner without initiating any proceeding for acquisition and requisition. The petitioner claims to have submitted a representation before the Block Development Officer, Hingalganj dated 29th December, 2025.
The learned advocate appearing for the petitioner submits that in spite of receipt of such representation no decision on such representation has been communicated by the Block Development Officer to the petitioner till date.
WPA 2617 of 2026 stands disposed of by directing the Block Development Officer, Hingalganj to consider the representation of the petitioner dated 29th December, 2025 appearing at page 14 of the writ petition and to dispose of the same by passing a reasoned order after giving an opportunity of hearing to the petitioner, any other interested persons who may be affected by such decision and of their representatives and communicate the decision to the respective parties immediately thereafter. The entire exercise shall be completed by the concerned Block Development Officer as expeditiously as possible but positively within a period of eight weeks from the date of receipt of a server copy of this order together with a copy of the representation dated 29th December, 2025.
There shall be, however, no order as to costs. Urgent certified photocopy of this order, if applied for, be supplied to the parties expeditiously on compliance of usual legal formalities.
