Affidavit-in-Opposition filed on behalf of the respondent nos. 2 and 3 is taken on record.
The case of the petitioner is that even though he was successful in Teachers' Eligibility Test (Primary), 2014 he was not permitted to appear in the interview for the purpose of verification of documents, as he could not produce the original admit card. The petitioner asserts that he lost the original admit card and for that he lodged a general diary before the Inspector-in-Charge, English Bazar Police Station on September 24, 2016. The petitioner thereafter filed an application before the Secretary, West Bengal Board of Primary Education
on December 19, 2016 praying for issuance of duplicate admit card for TET Examination, 2014.
The petitioner alleges that the duplicate admit card was not issued in his favour. He prays for a direction upon the respondent authority to permit him to appear in the interview.
The respondent nos. 2 and 3 filed an affidavit-inopposition where it has been categorically denied that the petitioner applied before the Board for issuance of duplicate admit card.
It has also been submitted that on October 12, 2016 a notification was published by the Board wherein it was clearly mentioned that the candidates were required to produce the original documents at the time of scrutiny/verification.
It has been submitted that the admit card contains a unique number which is required for proper identification of the candidate. The same is issued for the purpose of protection of the candidate's identity. It has further been submitted that the selection process is long over and the petitioner being an untrained candidate cannot be permitted to join in service even if he appeared in the interview. From the submissions made on behalf of the parties and from the documents annexed to the writ petition it does not appear that the petitioner never
made an application praying for duplicate admit card. There is no proof of service of the letter dated December 19, 2016 wherein the petitioner prayed for issuance of duplicate admit card. That being so, the submission of the petitioner that an application was made for issuance of duplicate admit card as his original admit card was lost cannot be accepted by this Court.
Assuming that the petitioner lost his original admit card and lodged the complaint on September 24, 2016 before the English Bazar Police Station but thereafter did not pursue the matter.
The Board published a Notification on October 12, 2016 for production of original documents. Even thereafter the petitioner did not pursue for obtaining the duplicate admit card. The application relied upon by the petitioner dated December 19, 2016 is without any proof of receipt of the said letter.
As it has been submitted that the process of appointment with regard to TET, 2014 is long over accordingly, no relief can be granted to the petitioner in this writ petition.
The writ petition fails and is hereby dismissed. Urgent photostat certified copy of this order, if applied for, be given to the parties on completion of usual formalities.
