He seeks liberty to file afresh. Both the learned advocates for the KMC and the KMDA leave the matter to the discretion of the Court. In view of the above, the writ petition being WPA 2403 of 2023 along with all connected applications, if any, stands dismissed as withdrawn with liberty to file afresh.

Interim order, if any, stands vacated.
