Mr. Dhiraj Trivedi, learned Deputy Solicitor General has placed before this Court a communication dated 7th January, 2026 signed on behalf of IGP WBS CRPF, Kolkata and same is taken on record. 3.
Copy of the communication dated 7th January, 2026 is made over to the learned advocate representing the petitioner. 4.
It is submitted on behalf of the Union of India on placing reliance upon the communication dated 7th January, 2026 that there is no provision for filling up the post of Constable (G.D.) under Central Armed Police Forces (for short, 'CAPFs') by keeping the panel of selected candidates alive for a period of one year after declaration of result. 5.
It is disclosed in the communication dated 7th January, 2026 that selection process for the year 2024 was complete on 13th December, 2024 on publication of final result. After publication of final result, candidates who were selected, were given appointments and unfilled seats were carried forward to the next selection process, i.e., selection process of 2025.

Therefore, according to the respondents, there is no scope left open to appoint a candidate in connection with the previous selection process of 2024 wherein result was already declared on 13th December, 2024. 7.
Learned advocate representing the petitioner has placed reliance on Clause 26 of the notice dated 24th November, 2023 relating to selection of Constable (G.D.) in Central Armed Police Forces, SSF and Rifleman (G.D.) in Assam Rifles Examination, 2024 wherein it is provided that if
P a g e | 3 a candidate is finally selected and does not receive any correspondence from the Commission or the concerned User Department within a period of one year after declaration of result, said candidate is required to communicate immediately to the concerned department. 8.
Based on Clause 26, it is submitted on behalf of the petitioner that still selection process of 2024 is alive and petitioner's candidature needs to be considered in connection with said 2024 selection process. 9.
Communication dated 7th January, 2026 is pertinent wherefrom it is found that as per rules and scheme of Ministry of Home Affairs and notice of Staff Selection Commission (for short, 'SSC'), there is no provision for preparation and maintaining of waiting list or reserved list of candidates in respect of particular recruitment process. Final result for recruitment in the post of Constable (G.D.) for the year 2024 was published by SSC on 13th December, 2024. After recruitment of selected candidates, all unfilled vacancies of Constable (G.D.) relating to 2024 selection process were carried forward to the next recruitment process of 2025. It is also indicated in the communication that Physical Standard Test/Physical Efficiency Test and detailed Medical Examination were also concluded in connection with 2025 selection process.

According to the respondents, neither any vacancy in connection with the selection process of 2024 exists nor any waiting list is maintained till date.

It is also disclosed that as per relevant rules and scheme of Ministry of Home Affairs, Executive Board and Medical Board are constituted for the particular centre and for a specific period and after completion of recruitment process at the said centre, such boards are dissolved immediately; validity of such board is restricted only to the particular recruitment process which is confined to the specific centre and for a specific period.

The list of selected candidates is prepared strictly in accordance with number of vacancies duly allotted/created and no candidate in excess of the notified vacancies is included in the merit list and unfilled seats after recruitment are carried forward to the selection process of next year.

On the contrary, Clause 26 of the notice dated 24th November, 2023 does not come in aid of the petitioner as said clause provides that if a selected candidate does not receive correspondence from the Commission for his/her appointment in that event said candidate is required to approach the concerned department immediately. 14.
In the instant case, petitioner is not a selected candidate; petitioner participated in the 2024 selection process, in connection with which final result was published on 13th December, 2024. Therefore, it transpires that selection process by recruiting candidates on publication of final result was over. As there is no system of
P a g e | 5 maintaining a panel for a period of one year, no relief can be granted to the petitioner.

Hence, writ petition stands dismissed. There shall be no order as to costs.

Urgent photostat certified copy of the order, if applied for, be given to the parties, upon usual undertakings.
