The petitioner alleges that his land has been exploited by the National Highway Authority for the purpose of extension and widening of National Highway No.32 without giving any compensation to him. The grievance of the petitioner is that his representation praying such compensation has not yet been disposed of by the Special Land Acquisition Officer, Purulia, being respondent no.2 herein, as such, he is seeking a direction upon the said respondent for expeditious disposal of his said representation. Mr. Rabindra Narayan Dutta, learned advocate appearing on behalf of the State respondents submits that it is not the respondent no.2 but the Collector of the

concerned district who is the appropriate authority to consider the said representation of the petitioner. The learned advocate appearing on behalf of the private respondents being respondent nos. 7(a) to 7(c) submits that the petitioner, not being the recorded owner of the lands in question, is not entitled to any compensation as prayed for.

Be that as it may, the representation of the petitioner is not directed to the appropriate authority, as such, the direction as prayed for, cannot be granted. WPA 1938 of 2020 is disposed of with the above observation without any order as to costs.

However, this order will not prevent the petitioner to give representation to the appropriate authority for redressal of his grievance.

Since no-affidavit-in-opposition has been invited, the allegations in the writ petition are deemed to have been denied by the respondents.
