Mr. Bhaskar Mondal .......for the petitioner Ms. Tapati Samanta .......for the State From the submissions of the learned counsel appearing for the petitioner and the State it appears that the writ petition may be disposed of by directing the appropriate authority, in this case being the Director of Library Services, to consider the representation of the petitioner for higher scale of pay. The representation is dated 1st July, 2019. The Director of Library Services is directed to consider the said representation of the petitioner and disposed of the same by way of a reasoned order upon hearing all concerned parties including the petitioner within a period of four weeks from date. A copy of the reasoned order shall be made available to the petitioner within four days from the date on which such reasoned order is passed.

In view of the considerable delay on the part of the Director of Library Services to consider and dispose of the representation made by the petitioner, the Director of Library Services shall pay costs which are reasonably assessed at Rs 10,000/- to Bharat Sevasram Sangha, Kolkata within a fortnight from date.

WPA 1966 of 2020 is disposed of in terms of the above.

Urgent photostat certified copy of this order, if applied for, be given to the parties on usual undertakings.
