The Panchayat is not represented despite service. Heard learned counsels for the parties.

Learned counsel for the petitioner submits that the petitioner is the recorded owner of the plot in question. The petitioner intends to raise construction in the said plot which was originally classified as 'Jal'. On an application filed by the petitioner, the classification of the plot was converted to 'Bastu' by issuance of certificate of conversion on 11th October, 2025.

The petitioner applied before the Panchayat on 24th December, 2025 for issuance of sanctioned plan and permission to construct the residential house in the said plot, which is yet to be considered.

Upon consideration of the submission made on behalf of the parties, this Court directs the Pradhan, Anantapur-1 Gram Panchayat, being the 6th respondent

herein, to consider and dispose of the application filed by the petitioner on 24th December, 2025 within two weeks from the date of communication of this order upon affording reasonable opportunity of hearing to all concerned including the petitioner, in accordance with law. The decision taken by the authority shall be communicated to the petitioner within a week thereafter. The writ petition is disposed of.

There shall, however, be no order as to costs. Since no affidavit is invited, the allegations contained in the writ petition are deemed not to have been admitted. Urgent certified website copy of this order, if applied for, be supplied to the parties upon compliance with all requisite formalities.
