Despite service, none appears on behalf of the respondent No.1.

The writ petition is disposed of with a direction upon the NBCC (India) Limited, respondent no. 1, to treat the writ petition as a representation of the petitioners and dispose of the same upon hearing the petitioners and all interested parties and by passing a reasoned order.

The entire exercise shall be completed within a period of three months from the date of communication of this order.

The question of maintainability of the writ petition and the dispute with regard to the calculation of GST are not gone into. The authority will decide the matter afresh and independently. The competent authority of the respondent no. 1 shall

explain to the petitioners in course of hearing, the foundational basis of such calculation.

There shall be no order as to costs.

Parties are directed to act on the basis of the server copy of this order.
