The writ petitioner has applied for transfer under Utsashree Portal. Her application for transfer was negated by the District Inspector of Schools (SE), Howrah on the ground that the petitioner is a single teacher.

Since single teacher bar is no longer relevant in view of the Notification dated 3rd January, 2022 of the School Education Department, the District Inspector of Schools (SE), Howrah shall continue to process the petitioner's application in terms of the Notification dated 3rd January, 2022 in consultation with the CSE. The order returning the petitioner's application on the ground of single teacher dated 2nd September, 2021 shall stand set aside.

It appears that as per the latest instructions of the Counsel for the State from the Commissioner of

School Education, no formal proposal has been received from the District Inspector of Schools (SE), Howrah as regards local arrangement in terms of the aforesaid Circular dated 3rd January, 2022.

In that view of the matter, the District Inspector of Schools (SE), Howrah shall take immediate and urgent steps to give particulars of local arrangement to the CSE as expeditiously as possible.

With the aforesaid observations, the instant writ petition shall stand disposed of.

There will be no order as to costs.
