I have heard learned Counsel for the appearing parties and perused the materials on record.

The writ petition is disposed of with a direction upon the respondent no.2 being the Director, Mass Education Extension Directorate, Government of West Bengal, to grant an opportunity of hearing to the petitioner and thereafter pass a reasoned order on the representation dated September 27, 2019 within a period of six weeks from date. The reasoned order is to be communicated to the petitioner within a period of two weeks thereafter.

Since no affidavit-in-opposition is called for, allegations made in the writ petition are deemed not to have been admitted.
