The petitioner's application for transfer was declined by the H.O.I. on the ground that 'NOC' was not given in the year 2017. The same cannot be a ground to refuse NOC.

In those circumstances, the petitioner's application for transfer shall be forwarded by the H.O.I. to the D. I. of Schools, who shall consider the same in terms of the 2015 Rules as amended from time to time within the time frame stipulated under the Circular dated 21.12.2021.

With the aforesaid observations, the writ petition is disposed of.

There will be no order as to costs.
