The petitioner remained absent on 21st February, 2023 also.

In a nutshell, the petitioner has prayed for a direction to the Land Reforms and Tenancy Tribunal to expeditiously decide O.A. No.1670 of 2022. The petitioner has also prayed that new Judges be appointed in the Tribunal.

If the petitioner is a party to the proceeding before the Tribunal (Annexure 'P-1' & 'P-2'), then appropriate remedy for him to invoke the supervisory jurisdiction of this Court under Article 227 of the Constitution of India. Public Interest Litigation (in short 'PIL') is not maintainable for the said purpose. If the petitioner is not a party then also PIL cannot be entertained against the judicial order which is binding on the parties inter se, only

an aggrieved person can call it in question in appropriate proceedings.

With liberty to file appropriate proceeding by the aggrieved person, PIL is disposed of.
