This is an application praying for direction upon the Registrar of the University of Calcutta to allow the petitioners to upload the properly rectified data of about 300 students of Acharya Jagadish Chandra Bose College in
the registration portal of the University after the scheduled date for uploading the same and to have the time for uploading rectified data of all the students in the registration portal extended. Learned counsel appearing on behalf of the petitioners submits as follows. The petitioner is a College affiliated by the University of Calcutta. Although it admitted students for certain graduation courses, but due to inadvertence, could not upload the data in time in the portal of the University. As the future of so many students are at stake, the last date for uploading the data may be extended and the students may be allowed to get registered.
Learned counsel appearing on behalf of the respondent University submits as follows. The Higher Education Department had by notification dated 21.08.2024 notified that the admission to different UG courses would happen through Centralized Admission Portal (CAP) and would be completed by 30th September, 2024. The University by memo dated 25th September, 2024 had directed that the uploading of students' information must be done between 27.09.2024 and 11.11.2024. Thereafter, on consideration that several seats available at different colleges remained vacant, extension was granted on 25.11.2024 and students were allowed to be admitted through the College portal. The last date of admission was 30.11.2024. Considering such extension, the University of Calcutta on 10.12.2024 issued a memo thereby stating that the newly admitted students' information must be submitted on 11.12.2024 and 12.12.2024. However, the University did not allow uploading of students' information on those two days for any student
who was admitted through the Centralized Admission Portal and only the students admitted through the College Portals were allowed to upload students' information on those two days. The present College has admitted that it had submitted the registration details of the students beyond the due date. The lackadaisical attitude of the college could be expressly seen in change in the number of students in every successive letter. On 12.12.2024, the number was 247. On 17.12.2024, the number increased to 250 and on 20.01.2025 they claimed that there were 300 students. The 1st semester examination would start on and from 20.02.2025. Therefore, it would be not possible to register the students at this juncture. If any relaxation is contemplated, the same can only be done after the 1st Semester examination was over.
It appears that there were certain latches on the part of the petitioner college in uploading students' data in time. Their stands on the number of students admittedly different at different points. However, those students who had been admitted within time, yet whose data were not properly uploaded, should not suffer due to the latches of the petitioner college.
In view of the above and in the interest of justice, the following directions are passed.
(i) The University shall open their portal for 2 more days to enable different colleges to upload students information required for
registration of students, after the first semester examinations of the University are over.
(ii) Only such students will be registered who had secured admission before the last date i.e., 30.11.2024. However, there would be no classification between the Centralized Admission Portal and the College portal.
(iii) The students so registered shall be allowed to undertake their 1st semester examination along with their 3rd semester examination. It is needless to say the students must otherwise qualify to undertake such examination in terms of the University Regulation by fulfilling the eligibility criteria including as regards required attendance.
Accordingly, the writ petition is disposed of. As affidavits were not called for, allegations contained in the writ petition are deemed not to have been admitted. Urgent photostat certified copy of this order may be supplied to the parties expeditiously, if applied for.
