The petitioner has misled this Court by indicating that the matter belongs to a senior citizen with urgency arising from rights under Article 21 being impacted.

It transpires that the petitioner prays for dues in respect of work executed against Manbazar Panchayet Samity.

This Court is of the view that apart from the fact that the writ petition is bad for non-joinder of parties, the remedy of the petitioner lies before a Civil Court or other civil forum, and the same cannot be gone into by a Writ Court as disputed questions of fact would be required to be gone into.

With the aforesaid observation, WPA No.3883 of 2021 is dismissed.
