It is submitted by the Advocate appearing on behalf of the State that a proceeding has been initiated under the provisions of the National Highways Act, 1956. In view of the action taken by the State-respondents there is no question of passing any order in this matter at this stage in respect of the grievance of the petitioner. The respondent no. 5 is represented and submits that the respondent no. 5 has expired during the pendency of this proceeding.

In view of the above, no useful purpose would be served in keeping this writ petition pending. WPA No. 2288 of 2019 is disposed of by directing the respondent authorities to conclude the proceeding initiated

by the State-respondents expeditiously in accordance with law and after giving all the affected parties a right of hearing before passing the final order.
