It is seen that the petitioner has not argued this matter since 2023. Thus, we are not inclined to adjourn the matter. It appears that for the present grievance, the petitioner has already preferred a representation dated December 8, 2022 (Annexure 'P-2').

We deem it proper to dispose of this petition filed in the nature of a Public Interest Litigation (PIL) with the observation that if the petitioner is still aggrieved by the selfsame cause, he may prefer a comprehensive representation along with a copy of this order before the respondent no.4 within three weeks from date. In that event, the

respondent no.4, upon receipt of such representation, shall consider and decide the same in accordance with law expeditiously by passing a reasoned and informed decision preferably within 60 days therefrom.

It is made clear that this Court has not expressed any opinion on the merits of the case. 6.
