Despite service, none appears on behalf of the respondents.
As the Court is not inclined to pass mandatory directions as prayed for, but is relegating the matter before the competent authority, the writ petition is taken up in their absence.
Liberty is granted to the petitioners to approach the Block Development Officer, Arsha Development Block, Purulia with their grievances. The petitioners allege that rotational engagement of different self-help groups within the Arsha Development Block, Purulia, for supply of cooked midday meal, was not being followed. It is specifically contended that in other Blocks all the self-help groups were given opportunity to participate in the midday meal programme by supplying the cooked midday meals on rotational basis, whereas in the Arsha
Development Block a pick and choose method is being followed.
Under such circumstances, this Court is of the view that only the Block Development Officer, Arsha Development Block, Purulia, can address the issue and pass a reasoned order upon hearing the petitioners and other interested parties. The reasoned order shall be communicated.
The entire exercise shall be completed within a period of two months from the date of receipt of the petitioners' representation.
A copy of the writ petition along with a server copy of this order be served upon the Block Development Officer, Arsha Development Block, Purulia.
The writ petition is, thus, disposed of.
There shall be no order as to costs.
Parties are to act on the basis of the server copy of this order.
