Affidavit of service filed by the petitioners and the report submitted by the State are taken on record. None appears for the Panchayat despite service. Learned counsel for the petitioners submits that a notice inviting e-tender was floated by Ratua Gram Panchayat on 15th December, 2025 for execution of 219 projects. Forty four enlisted contractors of the said Gram Panchayat including the petitioners participated in the tender and four contractors were granted the tender upon being the lowest bidders. The petitioners are aggrieved by the mode and manner of selection of the four contractors for the entire tender comprising 219 projects since the basis for such allotment has not been disclosed. On prayer of the petitioners, liberty is granted to submit a comprehensive representation in this regard before the Block Development Officer, Ratua - I Block, being the 6th respondent herein within seven days from date. The 6th respondent is directed to consider and
dispose of the representation within four weeks from the date of receipt thereof upon affording reasonable opportunity of hearing to all concerned including the petitioners, in accordance with law.
The decision taken by the authority shall be communicated to the petitioners within a week thereof. Since the petitioners submit that work order pertaining to the said tender has not been issued as yet, no work order be issued in connection with the same till disposal of the representation.
The writ petition is accordingly disposed of. There shall however, be no order as to costs. Since no affidavit is invited, the allegations contained in the petition are deemed not to have been admitted. Urgent certified website copy of this order, if applied for, be supplied to the parties upon compliance with all requisite formalities.
