Heard the parties.

Affidavit of service filed in Court be taken on record. The grievance of the petitioner is directed against the failure of the respondent CESC Ltd. to inspect the meter at the subject premises.

CESC Ltd. is represented and submits that they have been prevented from carrying on such installation on the ground that the brothers of the petitioner are creating obstruction and hindrance.

In view of the fact that the supply of an essential services is being sought for by the petitioner, I direct that the local police authorities give all necessary police assistance to representatives of the CESC Ltd. in providing such installation at the subject premises.

All costs and expenses incurred for carrying on such exercise will be borne by the petitioner exclusively. It is also submitted on behalf of the CESE Ltd. that the private respondents have put a padlock at the meterboard room. In such a case, I direct the police authorities remove such padlock in order to enable the CESC authorities to carry out their functions.

The aforesaid exercise is to be carried out within a period of four weeks from date.

With the aforesaid directions, WPA 4334 of 2021 is disposed of.

However, there will be no order as to costs.

Urgent photostat certified copy of this order, if applied for, be supplied to the parties upon compliance of all requisite formalities.
