1. The petitioner in the instant case submits that an online application has been made on 31st October, 2025 before the authority concerned and subsequently the Board passed a Resolution on 25.11.2025 vide Agenda No. 54, Serial No. 319 whereby it has been resolved to grant a permanent stage carriage permit in favour of the petitioner in respect for the interregional route from Kolkata Station to Ranibandh Bus Stand.

2. It is further submitted that notwithstanding the aforesaid resolution of the authority concerned, the offer letter for the said permit has not been uploaded in the State Transport Authority Website as of the present date.

3. Consequently a notice has been issued seeking judicial intervention for non issuance of offer letter pertaining to the grant of permanent stage carriage permit for the route in question, in terms of the resolution dated 25.11.2025, which remains pending for consideration.

4. In view of the forgoing, it is hereby found that the writ petitioner has satisfied this Court that a prima facie case has been made out in favour of the petitioner.

5. The respondent no. 4 is directed to forthwith issue the offer letter and upload the same on the official website of the State Transport Authority West Bengal peremptorily within a period of thirty days from the date of this order and to ensure that the documents are duly uploaded on the website of the State Transport Authority West Bengal.

6. The writ petition being WPA 3849 of 2026 is disposed of without going into the merits of the case.

7. Urgent photostat certified copy of this order, if applied for, be given to the learned counsel for the parties on usual undertakings ( Smita Das De, J.)
