(Via Video Conference) Mr. Arka Bhattacharya, Mr. Ayan Mitra ...for the petitioner Mr. Susanta Pal, Mr. Prabir Kumar Roy ...for the State The petitioner was disengaged as a Civic Police Volunteer by a letter of termination dated 29.08.2017, where it was found that the petitioner had committed a gross misconduct, negligence and dereliction of duties. A report of the Inspectorin-Charge, Ketugram Police Station dated August 29, 2017 was also taken into consideration.

The petitioner challenged the disengagement for the first time by letter dated June 26, 2019 and has affirmed the instant writ application in February 2021.

This Court notes that more than 3 years have elapsed since after disengagement of the petitioner and the filing of the instant writ application. The writ petition is grossly barred by delay and laches and no relief can be granted to the petitioner.

Hence, the writ petition must fail and is hereby dismissed.

There shall be no order as to costs.
