The petitioner contends that, although it applied for affiliation on August 20, 2023, the West Bengal Council of Technical and Vocational Education and Skill Development ("the Council") issued a conditional letter of affiliation on January 9, 2024. The petitioner was granted a three-day period to complete all formalities for affiliation and subsequently applied for affiliation on January 12, 2024. Due to this delayed affiliation process, the petitioner could not admit any students until January 12, 2024. According to the Council's notification issued on January 4, 2024, the petitioner missed the opportunity to admit students during the first counseling round scheduled for January 6, 2024, which was later extended to January 10, 2024.

The petitioner seeks a one-day extension to admit the students and has submitted a representation to the Council in a letter dated January 24, 2024.

I am of the view that the grievance of the petitioner should be considered by the Chief Administrative Officer of the Council, who should issue an order taking into account the difficulties faced by the petitioner.

The petitioner further asserts that although the college had admitted 15 students and uploaded their names on the website, payments could not be made due to connectivity problems.

I am of the opinion that the Council should accept fees for those 15 students to protect the interest of the students. In light of the foregoing, WPA 4073 of 2024 is disposed of with a directive to the Chief Administrative Officer of the Council to consider the representation dated January 24, 2024, within one week from the date of communication of this order.

The Council is further directed, upon prior notice to the petitioner, to open the portal for the petitioner to make payment for one day, and the petitioner shall accordingly deposit the fees.
