The petitioner says that the authorities, who are necessary and proper parties, have not been added whereas irrelevant parties have been added in the writ petition. It is, therefor, difficult to cure such defects in the petition by deleting some of the parties who are not necessary and proper and impleading those who are necessary and proper parties as also making corresponding changes in the body of the petition. The petitioner, therefor, seeks withdrawal of the writ petition with liberty to file afresh.

The writ petition is dismissed as withdrawn with liberty to file afresh on the self-same cause of action. Interim order, if any, stands vacated.
