Affidavit of service and supplementary affidavit filed in Court are taken on record. The petitioner's application for transfer was rejected on two occasions, firstly on the ground of 10 per cent rule and secondly by reference to the pupil teacher ratio.

Since the aforesaid grounds are not within the scope of Rules, the petitioner's application for transfer was forwarded by the HOI to the D. I. of Schools(SE), who shall process the same in terms of the 2015 Rules and within the time frame stipulated under the Notification dated 21.12.2021.

Earlier rejection of the petitioner's application shall stand set aside.

With the aforesaid observations, the writ petition is disposed of.

There will be no orders as to costs.
