The merits of the order passed by the alleged contemnor and the contents thereof have not been decided. The petitioner is at liberty to challenge the merits of the said order and raise the issues with regard to the denial of access to inspection by filing an appropriate writ petition.

However, this is not an observation on the submissions of the petitioner with regard to denial of access. Such issue, if raised, will be decided at the appropriate stage by the appropriate court.
