CESC Limited and another Mr. Indranil Halder .... for the petitioner Mr. Suman Ghosh .... for the CESC Limited The petitioner complains that the CESC Limited has not given any electricity connection in the name of the petitioner, despite the petitioner's application in that regard.

Learned counsel for the CESC Limited contends, by placing reliance on Annexure-P/2 to the writ petition, that such refusal on the part of the CESC Limited was, inter alia, on the ground of apprehended splitting of the consumption of units in the event of a new electricity supply being given to the petitioner.

Since the extant Regulations provide a specific forum, that is, the concerned Grievance Redressal

Officer (GRO), for deciding such disputes, this court is not inclined to interfere in the matter.

Accordingly, WPA No.4281 of 2022 is disposed of by granting liberty to the petitioner to approach the concerned GRO with the disputes as ventilated in the present writ petition.

If so approached, the GRO shall decide the same in accordance with law, without being influenced in any manner by any of the observations made herein, upon hearing the concerned parties as expeditiously as possible, preferably within eight weeks from the date of such reference.
