Mr. Nilotpal Chatterjee, learned counsel appears for the State.

With the consent, finally heard, during the course of hearing, learned counsel for the parties agreed that this PIL may be disposed of by permitting the petitioner to file a comprehensive representation for self-same cause and submit it before the concerned District Magistrate and in turn, the said authority may be directed to decide the same within stipulated time.

In view of consensus arrived at, the petitioner is permitted to file a detailed representation alongwith

copy of this order before the respondent no.4. In turn, the respondent no.4 shall consider and decide the said representation by passing a speaking order within 90 days therefrom. The outcome shall be communicated to the petitioner without expressing any view on merits.

With this above direction, PIL stands disposed of. 6.

Urgent photostat certified copy of this order, if applied for, be furnished to the parties expeditiously upon compliance of all legal formalities.
