None appears for the private respondents.

The State and the Zilla Parishad are represented by their learned advocates.

The petitioner claims to the owner of raiyati land being Plot No. 194 within Mouza Terapekhia under Police Station Mahishadal in the District of Purba Medinipur. The petitioner states that in front of the said raiyati property there is a land belonging to the Purba Medinipur Zilla Parishad and the petitioner claims to have taken a lease from the Zilla Parishad in respect of the plot of land belonging to the Zilla Parishad. On the front portion of the plot of land belonging to the Zilla Parishad there is a PWD road. The petitioner alleges that the private respondents

have made a construction on the plot of land owned by the Zilla Parishad which has been leased out in favour of the petitioner thereby causing obstruction to the ingress and egress of the petitioner from his property through the plot of the Zilla Parishad to the PWD road.

The petitioner submitted a representation before the Sub-Divisional Officer, Haldia dated 26th November, 2025 praying for removal of unauthorised encroachment from the Government land.

The learned advocate appearing for the petitioner submits that no decision on such representation has been communicated to the petitioner till date.

Without entering into the merit of the claim made by the petitioner in the representation dated 26th November, 2025, WPA 4766 of 2026 stands disposed of by the directing the Sub-Divisional Officer, Haldia Sub-Division being the 4th respondent to consider the representation of the petitioner dated 26th November, 2025 and to dispose of the same by passing a reasoned order after affording an opportunity of hearing to the petitioner, the private respondents and/or any other person who may be affected by such decision or their authorized representative and communicate the reasoned order to the petitioner and others as expeditiously as possible but positively within a period of eight weeks from the receipt of a server copy of this order along with a copy of the representation dated 26th November, 2025.

There shall be however no order as to costs.

Urgent certified photocopy of this order, if applied for, be supplied to the parties expeditiously on compliance of usual legal formalities.
