For the WBSEDCL The petitioner is aggrieved with the failure of the respondent Distribution Company to install an electricity connection to the submersible pump of the petitioner. The respondent Distribution Company is represented and submits that the matter may be remanded to the District Level Authority, being the respondent No. 4 to adjudicate as to whether the petitioner is entitled to operate the submersible pump in view of the existing pump sets which are operating in the particular locality.

In view of the submissions made on behalf of the parties I direct the respondent No. 4 to consider whether the petitioner is entitled to operate his submersible pump set in the particular locality. The aforesaid exercise is to be completed within a period of four weeks from date. The respondent No. 4 is directed to give a right of hearing to all the affected parties in accordance with law.

With the aforesaid directions, W.P.A. is disposed of.

There shall be no order as to costs.
